ASSESSMENT NOTION

NOTION OF EXAMINATION & ASSESSMENT

Consortium of Entrepreneurial Administrators (CEA) has changed its vision and objectives to offer mature working candidates to obtain the Distinguish Entrepreneurial Work Knowledge Diplomas and Membership. CEA has come about in replacing traditional three hours’ examination methodology into a Work Place Continuous Consistent Assessment (WPCCA) scheme, this is to take consideration of past and present work experience and hands on training by offering Credit Units, which will enable to obtain the appropriate grade of Professional Knowledge Diplomas and Entrepreneurial Membership. There is no time limit; therefore, busy working professionals have every opportunity to meet CEA entry requirements. CEA certified membership is also considered under the defined scheme of Affirmation for Prior Experience & Learning (APEL) or Accreditation for Career Progress Development (ACPD).


For those who do not meet the entry requirements, CEA has introduced the “Skill Appreciation Scheme” or “Workshop and Seminar oriented awarding scheme” or can process his/her application via the Affiliate Grade Membership and attending oral examinations to determine their suitability in terms of membership. Upon successfully completing the ‘Skill Appreciation Scheme’ candidates may directly apply to the International Coordinating Centre for a form for the appropriate faculty membership of CEA, provided they fulfil the other necessary requirements as to the eligibility for membership. Every applicant will have to undergo the Appraisal and Ability Test in order to acquire the CEA Certified Membership.


The CEA Distinguish Membership are offered under the specific criteria of Professional Quality Management Standards, therefore the Certified Membership of CEA is considered under the defined scheme of Affirmation of Prior Experience and Learning (APEL) or Accreditation for Career Progress Development (ACPD). Under these two schemes, credits are given for prior learning and work experience. Those who have the required credit units will be advised on the membership level offered to them and if they need to attend any oral examination.


Those who do not qualify with enough credits will be channelled to follow Workshops and Seminars to acquire the necessary credit units of the certified membership for what they are seeking. This method of assessment is carried out by many international awarding institutions. Upon completion of these and the accumulation of further credits, they then can qualify for appropriate certified membership of CEA.


APPRAISAL

Candidate appraisal is carried out initially, by assessing the detailed personal profile submitted by the candidate along with the supporting documentation. This will then be sent for approval to the nominated Assessors and Verifiers. They determine whether the candidate is eligible to obtain the CEA Professional Knowledge Diploma Awards and Certified Award of Membership and to determine the appropriate membership level.


ABILITY TEST

The assessors may come to the conclusion to carry out an individual ability test by way of an Oral Discussion with the candidate to ascertain and to clarify their suitability for the membership. This can take up to a maximum of 60 minutes. The Viva Examination is to ascertain the candidates’ overall knowledge of their experience. This is carried out by a qualified professional intellectual nominated by the Assessing Panel. It has been agreed by the CEA Executive Board of Governors that failure to gain the necessary standard, will result in the nominated Assessor and Verifier to not recommend any candidate and it is also agreed that no candidate will be entertained to question the final decision made by the Assessor.


DISCIPLINARY CONTROL

CEA active and paid members are eligible to use CEA designated letters after their names. Candidates must, at all times, prove, with confirmation, their status as a good standing member of society. i.e. he/she has not been found guilty of unlawful conduct. Disciplinary action will be taken if any member or registered person infringes CEA professional and ethical guide. The same applies if any member is found guilty of any criminal offence by the state government.


ACCREDITATION OF CAREER PROGRESS DEVELOPMENT (ACPD)

Adults who seek an opportunity to enhance their career prospects can apply to come under the Accreditation of Career Progress Development (ACPD) scheme. ACPD could support your personal and professional development. The ACPD scheme is an alternative towards the path for non-academic person to acquire an award from a Professional Body to uplift their image to a professional status. This scheme would be very suitable for busy working professionals who have an abundance of work based knowledge, skill and capability. All candidates will be scrutinised to show whether they possess evidence of this attainment/quality, before being considered to come under this specific scheme in order to gain the CEA certified membership. Thus, high calibre and dynamic candidates, who have acquired and developed their skills through career progress development programmes, would be able to gain the CEA professional award for career progress or business development. In addition to the vast knowledge and expertise that they already possess, candidates would be required to submit a Project Paper in their area of work and expertise, to gain the CEA worthy and internationally accepted Professional Knowledge Entrepreneurial Professional Certifications.


AFFIRMATION FOR PRIOR EXPERIENCE & LEARNING (APEL)

Lifelong Learning and Continuing Professional Development is two main phrases that are used to emphasise the changes taking place in the educational and training area in the twenty first century.. An adult who wants a second chance; those who are returning to professional education after a career break or those who want to improve their career prospects can apply through the Affirmation for Prior Experience & Learning (APEL) scheme. At whatever stage one is in, the APEL path would support personal and professional development. APEL encourages:


  • a) Learning from experience; growing with one’s company/organisation’s progress.

  • b) Developing one’s profession in learning while earning.

  • c) Changing directions and having a breakthrough into a new career with the latest technology.

  • d) In this current day and age, many company CEO’s and Executive Managerial Staff may not hold academic graduate or post graduate qualifications to hold such vital position. But, their hands on experiences and knowledge that they have gained in their working life will have assisted them. In order to appreciate and reward them, APEL scheme is there as their Career Path Professional Development. Many individuals have used this pathway acquiring the CEA Certified Membership and gone on to gaining a Post Graduate Degree Qualification. This achievement is depending on each one’s ability and capability and it is not general norm.


AWARD REQUIREMENTS


  • a) Candidate has to be over twenty-four years of age with minimum of three years of hands on work experience.

  • b) Submission of detailed curriculum vitae detailing qualifications and work experience.

  • c) Certified endorsed copies of all credentials.

  • d) One Passport size Colour Photograph with photo copies of a Passport or Local Identity Card.

  • e) Two character references one from current employer & reputable Independent Executive Professionals.

  • f) Fully completed CEA application and a declaration that all the information provided is true to the best of his/her knowledge and it is not forged in any way.

  • g) Must make themselves available in person or through video conference for the Preliminary Oral Admission Interview before final enrolment.


ASSESSMENT PROCEDURE

  • Reflective Work Experience Accomplishment Assignment

  • Minimum of three Verbal Examinations

  • Affirmation of Prior Learning

  • If necessary attendance of approved Workshop and Seminars


MODE OF EXAMINATION

The Board of Assessors has the power to decline any application without giving reasons. Approved candidates will receive at least three week’s notice as to the time and place of Verbal Consultations will be conducted. The decisions of Board of Assessors are final and candidates must not enter into correspondences with Board of Assessors or CEA on examination results. Under no circumstances will details of marks awarded be divulged.

CANDIDATE EVALUATION

This will be carried out on an individual basis by Oral Discussion by a qualified academic nominated by the CEA Examination Panel. This can take up to maximum of 60 minutes. It has been agreed by the Independent Examiners UK Commission for Consistent Learning (UK-CCL) that for a candidate to obtain the CEA’s Professional Knowledge Certification they have to earn minimum achieve Grade C Level in all area of assessment. Failure to obtain this grade, UK-CCL will not recommend any candidate for CEA awards and it agreed that no candidate will be entertained to question the decision of the BE’s examiners declaration. CEA’s Professional Knowledge Certification are specific for level of Qualifications and Credit Framework (QCF) which was previously known as National Qualifications Framework (NQF) this change came to effect from November 2008.) Since 2009 in order to meet the QCF standards, the CEA has changed their assessments and verifications structure. As always, the CEA’s awards are focused more on Work Experience Professional Knowledge Methodology rather than pure academic scheme. The current climate and professional concept does prefer the consistent work oriented assessment.


CANDIDATE RESPONSIBILITIES

  • 1) It is the responsibility of each candidate to ascertain when and where their assessments/verification will take place, to attend and to submit to produce the original documents     to the Board of Assessors of CEA.

  • 2) If a candidate fails to attend oral examinations or to submit documents of evidence without good cause, the assessors shall have the authority to deem the candidate to have     failed the assessments concerned.

  • 3) If a candidate fails without good cause and not informing in advance of their change of personal circumstances that may have affected to the CEA Assessors Board to consider     requests for the change of dates may result to reject and may have to pay for the reschedule the procedures.

  • 4) If a candidate is found to have cheated, plagiarised or attempted to gain an unfair advantage, the assessors shall have authority to deem the candidate to have failed part or all     of the assessments and the authority to determine whether or not the candidate shall be permitted to be reassessed.
